Geoffrey Pion — Electoral Geomarketing Consultant

Holding a Master’s degree in Geographic Sciences from the Université Libre de Bruxelles (ULB), I began my career in 2008 as a researcher in political science with Jean-Benoît Pilet (CEVIPOL-ULB), then in human geography with Christian Vandermotten and Gilles Van Hamme (IGEAT-ULB, 2009-2011). It was in Belgium that I first specialised in modelling electoral data at spatial scales finer than officially published results — working below the polling station (bureau de vote, stembureau) level to reach the neighbourhood, the street and the building.

A Career Across Three Countries

In 2012, I launched my consulting activity in territorial strategy for French-speaking Belgian political parties, producing voter targeting maps at ward (commune, gemeente) and sub-ward level for municipal and provincial campaigns.

In 2017, I joined 3ich Tounsi, an electoral start-up in Tunisia, where I spent three years building a nationwide geographic information system (GIS) at the scale of the imada (the finest Tunisian administrative unit) and developed a micro-segmentation of the Tunisian electorate combining sociology, geography, policy analysis and media channel mapping. This work helped the movement grow from a handful of founders to 1,500 activists and build a community of 500,000 Facebook followers in one year.

Returning to France in 2019, I coordinated a large-scale door-to-door electoral survey (enquête en porte-à-porte) in the Occitanie region for the CEPEL research centre (University of Montpellier): 6,000 doors knocked, 2,000 voters interviewed in two months. I then managed the ground campaign for a candidate in the 2020 Montpellier municipal elections. Through targeted canvassing across 45 polling stations and 3,000 voters contacted on the doorstep, an estimated 12 to 15% of the final vote share could be directly attributed to grassroots mobilisation.

From Fieldwork to Fine-Grained Mapping

In 2023, I developed the « % en plus » application, which delivers a candidate’s electoral potential at the unprecedented scale of the street and the building — the product of fifteen years of theoretical and practical experience in ground-level campaigning and spatial analysis.

Since summer 2025, I have been helping candidates in the March 2026 French municipal elections with their territorial strategy, producing social and spatial voter targeting at the level of individual streets, housing estates (lotissements, verkavelingen, Siedlungen), city blocks (îlots, huizenblokken, Häuserblöcke) and buildings. I work with challenger candidates and incumbent mayors facing an unfavourable national political climate.

Publications and Academic Contributions

My work has been published in Le Monde, Le Monde Diplomatique, and the peer-reviewed journals Belgeo, L’Espace Politique and Geografiska Annaler. I contributed to Emmanuel Todd’s collective work on class struggle in contemporary France (Seuil, 2020). I am currently preparing a handbook of electoral geomarketing, to be published in 2026.

Training, Conferences and Press Cartography

I am available for conferences, training sessions and bespoke electoral mapping for newsrooms, political parties, local authorities, consulting firms and academic institutions worldwide.
